ABSTRACT: The interpretation of cultural artifacts that are isolated, iconographically anomalous, or deviate from established typological frameworks constitutes a persistent challenge within contemporary archaeological and humanistic discourse. In the absence of a coherent archaeological contextualization, such objects often become focal points for alternative, methodologically ungrounded, and frequently sensationalist narratives. This study examines one such case-the monolith widely referred to as Radov Kam, situated above the Bay of Trašte on the Luštica Peninsula. Due to its morphological characteristics and ambiguous contextual setting, the monument has repeatedly been subjected to divergent and speculative interpretations.

ABSTRACT: This article introduces and analyzes for the first time the Ottoman manuscript chronicle authored by Ergirili Ahmed Hilmi Efendi, entitled Tarihçe-i Muharebât-ı Osmaniye ve Karadağiyye 1268–1279. The chronicle covers the Ottoman-Montenegrin conflicts between 1851 and 1863 and reflects the imperial perspective on military campaigns, local resistance, and border governance. Written by an Ottoman military scribe and participant in the events, the text combines elements of administrative reporting, eyewitness testimony, and ideological narrative. The manuscript contains rich descriptions of Montenegrin society, legal customs, military practices, and religious symbolism. This paper presents selected fragments in Ottoman Turkish and modern translation, offering a thematic and textual analysis. The chronicle is interpreted as a historical source and a narrative device, reflecting the Ottoman state‘s attempts to document, rationalize, and legitimize its authority in a volatile border region. The study contributes to a deeper understanding of Ottoman frontier policy and the cultural construction of “the Other” in the 19th century.

ABSTRACT: The paper presents seven letters exchanged between Montenegrin Prince Nikola I Petrović-Njegoš and Romanian Prince/King Carol I, spanning the years 1867 to 1910. Among these, five letters date from 1867, while one each is from 1874 and 1910. These letters are preserved in the National Archives of Romania within the personal collection of Carol I (Arhivele Naţionale ale României, 1456 Casa Regala, Personale Carol I vol. IV, V–G–1–7). Although they may not offer groundbreaking insights historiographically, their public release marks the first time these documents are accessible, making them significant for a deeper understanding of the relationship between the two rulers and their respective states. Also, the correspondence is particularly important for establishing the dates of arrival of certain Romanian diplomatic representatives in Belgrade and Cetinje.

ABSTRACT : The paper discusses a report written by a Spanish diplomat at the Holy See in Rome regarding the proclamation of Montenegro as a kingdom in 1910. The reason for writing the report was the diplomat‘s observation that Spanish exports could be expanded to the Montenegrin market, which led him to analyze data on the Montenegrin economy, primarily livestock products. Based on the presented data, he suggested specific products that could be exported from Spain to the market of the new Balkan kingdom. The diplomat not only explored what Spain could export, but also how the goods could be transported to Montenegro. He also proposed ways to establish closer diplomatic relations between Spain and Montenegro.

ABSTRACT: Several contributions that we publish here come from the press and archival documents, and relate to the work of the Society for Cultural Cooperation of Montenegro with the USSR, which functioned in the period 1945-1949. The headquarters of the Society‘s management was in Cetinje, and committees were established in all major towns. The Society had Rules of Procedure and a Statute, and was obliged to submit reports on its work to the Society for Cultural Cooperation of Yugoslavia with the USSR, whose headquarters were in Belgrade. The contributions are preceded by an introduction that provides a brief overview of individual activities of the Society in the indicated period, information about which was published in the daily press and magazines. The contributions that we bring can be seen from the wide range of activities of the Society, but also the problems encountered in practical work. The work of the Society was directly affected by the conflict between the Communist Party of Yugoslavia and the Information Bureau, which led to the break in Yugoslav-Soviet relations during 1948-1955, and thus to the cessation of the work of this organization.

Abstract : The years before and after the death of Josip Broz Tito represent a turbulent socio-economic period through which the Socialist Federal Republic of Yugoslavia (SFRY) was passing. This period was marked by economic problems, an unprofitable economy, a growing national debt, unemployment, and shortages of essential consumer goods, as well as the dysfunctionality of a complex state system with elements of confederalism. Unrest and conflict in the Autonomous Province of Kosovo and Metohija triggered other latent nationalisms within the state that had been smoldering for decades. The federal government and security services sought to act preventively through secret state plans and codes in case of threats to the constitutional order and territorial integrity of the state, whether from external or internal sources.

ABSTRACT: This paper examines the origins of written law in late 18th-century Montenegro through an analysis of the legal act known as Stega and its precursor, the Decision, which, in essence, represented an oath sworn by the Montenegrins to provide assistance to the Brđani (Highlanders) in the forthcoming campaign against Mahmut Pasha Bushatli. The Stega constitutes a pivotal historical document which, amid ongoing warfare with the Ottoman Empire and significant political transformations within Montenegro, came to occupy an important place in both the legal and sociopolitical context of the period. The study investigates the historical circumstances that gave rise to this act, as well as its content, legal character, and the sanctions it envisaged. It further engages with divergent scholarly interpretations concerning the date of its adoption—either 20 June or 6 August 1796—and critically examines the legal status of the document, questioning whether it should be classified merely as a decision, a statute, or a comprehensive legal code. In addition, attention is given to the nature of the sanctions it prescribed, which were primarily moral rather than coercive, indicative of the absence of formal institutions in Montenegro at the time that could effectively enforce judicial authority. By situating the Stega within its historical and legal framework, this analysis underscores its significance in the early development of Montenegro’s legal order and its enduring influence on the subsequent legal and societal evolution of the Montenegrin state.

Metropolitan Arsenije stands as one of the most controversial figures in the history of the Montenegrin church and state. He ascended to the metropolitan throne through the appointment of his uncle Sava Petrović Njegoš, and with the support of key political figures of the time.

ABSTRACT: This paper analyzes the key political challenges faced by the Principality of Montenegro from the Crimean War (1853–1856) to the death of Prince Danilo Petrović Njegoš in 1860. Special attention is given to Montenegro‘s complex position vis-à-vis the Ottoman Empire, its efforts toward international recognition, the role of the great powers—Russia, France, Austria, and Britain—in shaping Montenegrin foreign policy, and its relations with the Principality of Serbia in the context of the broader Serb question. The study also examines internal factors that influenced Prince Danilo’s decisions, including limited economic resources. The paper argues that, despite significant diplomatic and military obstacles—including the Battle of Grahovo in 1858—Montenegro succeeded in solidifying its status as a distinct political entity, though still lacking formal international recognition. The death of Prince Danilo marked the end of a phase in the struggle for Montenegrin statehood and the liberation of the Serb people, opening a new chapter under the leadership of Prince Nikola.

APSTRACT: The town or Pljevlja was for centuries a unique settlement on the crossroads of important trade routes, albeit far away from the sea and the biggest administrative and economic centres. A specific way of life and its strategic significance for all state and administrative forms that Pljevlja belonged to for a long period of time made it a special town on the Balkan peninsula. From 1898 till 1908 Pljevlja belonged to the Austro-Hungarian Empire, followed by a re-establishment of the Ottoman power. Such circumstances additionally complicated an extremely difficult position of the Serb population in the Pljevlja area against which the Austrian authorities had a hostile attitude.

ABSTRACT: Savić Marković Štedimlija represents, in my personal opinion, an extremely negative figure in the history of Montenegro. The decision to write a thesis on Marković Štedimlija was made because he significantly changed his political and ideological stances throughout his career. It can be said that Štedimlija was a typical political convert and a national chauvinist whose intellectual theses were full of forgeries. He became known to the reading public during the Second World War in Zagreb, which was under the full control of the Ustaše regime led by Ante Pavelić. This paper will clearly show how Štedimlija adapted his political and ideological positions with the Ustaše regime of the time, from which he notably derived personal advantages.

ABSTRACT: This paper analyzes the development of Yugoslavia’s foreign policy in the period between the 1948 break with the Cominform and the First Conference of the Non-Aligned Movement held in Belgrade in 1961. The focus is on how Yugoslavia, having rejected subordination to the Soviet Union, shaped its own international strategy based on the principles of non-alignment, sovereignty, and cooperation among nations. The paper examines the political and ideological consequences of the Cominform crisis, the country’s opening toward the West, and the intensive diplomatic efforts that culminated in Yugoslavia’s leadership role in the formation of the Non- Aligned Movement. Through an analysis of key events, initiatives, and international relations, the study offers insight into Yugoslavia’s unique foreign policy position within the context of the ColdWar.

ABSTRACT: This paper examines the evolution of U.S. mediation in the Israeli-Palestinian conflict from 2009 to 2024, focusing on the administrations of Barack Obama, Donald Trump, and Joe Biden. It explores how each administration‘s geopolitical priorities and ideological orientations shaped their respective approaches to the conflict. The study highlights a shift from Obama‘s early commitment to a two-state solution and initial diplomatic engagement, through Trump‘s overtly pro-Israel policies and marginalization of Palestinian interests, to Biden‘s cautious re-engagement with Palestinian relations and emphasis on regional diplomacy. By analyzing these differing strategies, the paper assesses the impact of U.S. foreign policy on the dynamics of the Israeli-Palestinian conflict and the broader Middle East peace process

ABSTRACT: Maksim Šobajić (1836-1917) was a prominent Montenegrin poet, chronicler, archaeologist (amateur) and collector of folk tales and stories. The Šobajić family is significant for the cultural development of both Danilovgrad and Nikšić, and especially the work of Maksim Šobajić. With a modest education, he significantly shaped the cultural identity of Bjelopavlić with his works, but also of the entire people in Montenegro at that time. Brdska sloboda is his most significant work, which unfortunately has never been published or made public. These manuscripts represent an important part of the historical heritage, containing significant ethnographic, archaeological, historical and anthropological data. As such, Brdska sloboda is of great importance for the study of the historical heritage of this region.

ABSTRACT: This study, based entirely on archival documents, attempts to trace the deeply respected and dedicated work and energy invested by Dr. Petar Orahovac during the just wars waged by Bulgaria. His extensive experience as a doctor, which he shared with his Bulgarian colleagues during the treatment of the large number of wounded soldiers, was an important prerequisite for their achievement of serious medical successes. Last but not least, Dr. Orahovac‘s organizational skills, with which he managed, in the conditions of military conflict, to overcome numerous problems with enviable courage and dedication.

ABSTRACT: One of the most important types of archival material kept in the State Archives and Archives Departments are certainly magazines. In the depots of the Archive Department for the History of the Labor Movement in Podgorica, are kept the magazines that talk about the history of Montenegro, and some of them at the same time bear witness to the life of women and their struggle during the Second World War. One such magazine was printed during that war under the name Naša žena – Newspaper of the Anti-Fascist Front of Women of Montenegro. The press as a historical record of past times includes various types of data and illustrations that are an invaluable source of information about life in Montenegro. With the use of photographs and archival material-documents, newspaper articles are the best complement to creating a multidimensional picture of historical events and contribute to the clarification of facts. For these reasons, the magazine Naša žena is of great importance, because historical sources and archival materials that talk about women and their lives are quite rare. In order to protect the historical traces contained in it, the magazine should be digitized as soon as possible.

APSTRACT: The documents presented here pertain to the period immediately following the adoption of the Law on State Archives (Official Gazette of the FPRY, No. 12, dated February 18, 1950). At the initiative of the Historical Institute of the People‘s Republic of Montenegro, the Presidium of the People‘s Assembly of the PR Montenegro submitted a request to the District People‘s Committee of Titograd to provide detailed information on the state of the „old” and „new” archives—that is, wartime and pre-war archives („old archives”) and the archives created after the establishment of local committees („new archives”).

APSTRACT: The novel Nepomenik establishes an ontological polemic on the nature of being, engaging with general, fundamental, and constitutive determinations that shape human life. It presents the exposition of the problem of the “other’s experience” and how it affects the personal, preventing the foundation of the self from becoming solipsistic. The novel portrays a psychological profile of the protagonist, the fate of the ancestors, the relationship with ideology, Stalin and Russia, Goli Otok, and how these circumstances influenced their identity and life. Nepomenik is composed of material that Maslovarić sublimates through customs, the law of the mountain and wilderness, incantations and prayers, dirges, superstitions and beliefs, rites, birth and death, blood feuds, and ideologies. Taking the individual’s fate as its theme, the novel attempts to anthropologically decipher the question of human existence and life itself. The relationship between Zahar and the “nepomenik” becomes a monadic intersubjectivity of his being—a reduction of transcendental experience inherited as ancestral fate, and the external subjectivity that conditions his destiny as a constituting ego.

ABSTRACT: The subject of this study is the use of force in international relations. It is often used in international relations as it seems since the countries were formed. In the first sections of this study we are dealing with brief historical examination of the use of force in international relations. In the second section of the study, its subject is the understanding of force in international relations through a prism of the theory of international relations, which overstated its role taking as the sole of primary factor in international relations, whereas later it was acknowledged by some authors the importance of other factors in international relations. In the ·third section we were discussing a modern use of force, opposed to the international -public law and reasonable limits, and in the end of this work we gave a concludes of this scientific research
