Abstract: Petar II Petrović Njegoš expressed his political views on the revolution 1848-1849 in many letters. It is pointed out that because of the negative views of Hungarian and Italian revolutionary elite, Serbs and Croats sided with Viennese court against the revolution. Njegoš’ four meetings with Matija Ban were very significant and had serious political consequences. Njegoš’ ideas on unification are also briefly mentioned.

Montenegro became a prominent country in the European arena. Njegoš became a national hero of the Serbian and Montenegrin people and the Slavs.

Abstract : This article examines the early poetry of Peter Petrovich Njegoš: his first collection of poems „Cetinje Hermit” (1833), written under the impression of a journey to Russia. Analysis was given of the metaphorical images in one dedicated to Nicholas I and the future Emperor Alexander II as well as others. There, Njegosh gives grandiose images of the Russian Empire, poetically weaves together Russian and Slavic patriotism and these poems show great respect for the glory and power of the Russian state. For Montenegrin poet, Russia was a messianic prototype of culture, he saw a new force that is truly able to renew humanity.

Аbstract : The paper deals with the first translation of Mountain wreath in German, done by Austrian Johan Kirste, as well as the reflections of that translations in scientific public of the German-speaking area in the second half of XIX century. At the time, Kirste’s translation met mostly the positive critics in the press and scientific circles of Austria and Germany, providing to the spreading and positive reception of the south-Slavic culture and literature in the countries of German-speaking area.

Abstract: On the basis of the sources of various typology, as well as of historiography, there are followed the activities of the members of Curiaçe – Kurjaković family of Bar, in the course of the 14th – 15th centuries. Micro-historic research took into account the modalities of their connection with the home environment, especially through the lexical analysis, epigraphy and related segments of social and ecclesiastical life in Bar. In accordance with the social movements of that time, focused is the role of the presbyter Dominicus Curiace, over the decades present both in Bar and in Dubrovnik, who was the bond of religious – and traditions of affinity, witnessing the expressions of devoutness, noted in two Adriatic communes.

Abstract: The article is directed on the research of the share of the denizens of Grbalj in Venetian transmarine military units in the eighteenth century. As primary sources are used documents created by the state magistracy Inquisitori sopra l’amministrazione dei pubblici ruoli, containing lists of the complement of particular military units, which are kept in the Archivio di Stato di Venezia. In the article are analysed proportion of the participation of the denizens of Grbalj in Venetian infantry and cavalry, temporal frame of their mentioning in the sources, places were particular units operated, commanding staff, as well as personal characteristics of individual soldiers. In the final part of the article, the scions of the Bogetić family of Grbalj, who achieved considerable positions within the ranks of the Venetian army, are briefly discussed. In the end of the article are given several appendices: lists of military complement in companies of Wolf and Mark Bogetić and a list of all the denizens of Grbalj who were soldiers in Venetian army units, as established until now.

Abstract: Following its failure to integrate Yugoslavia into the Western military alliance, American leadership ultimately agreed with Belgrade’s new political strategy of non-alliance. Still, the United States tried to retain some influence on Yugoslavia’s foreign policy through a program of military and economic assistance, thus keeping Yugoslavia away from the Eastern bloc. Eisenhower and Dulles’ expectations to use Tito’s growing influence on the emerging non-committed countries show that they, as well as Truman, based their policy towards Yugoslavia on geopolitical instead of ideological interests. With its new political course consolidated, Yugoslavia found significant political allies, creating a new force in international relations.

Abstract: Based on the available documents of Western and Yugoslav origin, as well as the relevant literature, this paper deals with the perspectives of Yugoslav military policy between the periods of two strategic partnerships in providing the source for its armed forces’ material equipping. Yugoslav leadership had to take into account the political consequences of joining such projects, so the most important related criteria contained preconditions needed both for continuing as more as independent foreign policy, as well as preservation of the internal system intact. International constellation allowed the space for dispersing Yugoslav directions of bonding – provided that West had remained a mayor partner for economic cooperation, Third World countries became the closest political allies, while the USSR regained its place as the source of military modernization.

Abstract: A textbook is qualified as a pattern of a culture and a powerful cultural product that represents a special medium of the whole intellectual development of a child, his identity formation and development of the system of values. Manuscripts in oriental languages in Montenegro, as well as in areas that are in the neighborhood were under Ottoman rule, were created by local people, or as a part of regular school duties, or as a special expression of love toward the written word. The value of textbooks in oriental languages, manuscripts or printed books, can be evaluated by their importance as a historical testimony or by all elements taken into account in a process of the professional evaluating of a manuscript or old printed books. 

  • Dragi MALIKOVIĆ, Kreditno poslovanje između Dubrovnika i Kotora tokom XIV i XV vijeka, 37 – 61  DOWNLOAD

Abstract: In the course of the 14th and 15th century there was a constant exchange of skilled workforce between Dubrovnik and Kotor necessary for the normal functioning of the two cities. During the specified period, a number of workers, predominantly qualified ones, including doctors, pharmacists, but also many craftsmen such as jewellers, gunsmiths, stonecutters, left more developed Dubrovnik for Kotor. At the same time, less qualified workers, or uneducated famuli, went to Kotor during the 14th and 15th century with the intention of gaining appropriate qualifications and education in the city under Srdje. Thanks to their activities, both of these Yugoslav centres, during the specified period, reached a certain level of economic and social development.

Abstract: Article deals with the military career and work of Marko Đikanović, a denizen of Crmnica and a colonel of Venetian transmarine infantry units (fanti oltramarini) in the eighteenth century. The article is based on the study and analysis of until now relatively less known sources from the Archivio di Stato di Venezia [State Archive of Venice] and the Državni arhiv u Zadru [State Archive of Zadar]. Based on these sources, the article follows Đikanović’s career and military activity from the time he was captain until his death in the rank of colonel. The article also discusses other military active members of the Đikanović family.

Abstract: In this article the author emphasizes the discovery of the Frankish coins’ hoard in Orlina near Nikšić. The hoard contained a jar of the Louis the Pious’ (814-840) silver coins and some unidentified jewellery. Considering the hystorical surroundings which could cause the appearance of this hoard, the author stresses the potential importance of this finding as a way of getting a clearer picture of the situation in the Adriatic hinterland made after the Peace Treaty of Aachen.

Abstract: The article deals with tradition of the folk name “zivina” (“poultry”), being used for clinical picture of Basal cell carcinoma. In Cetinje chronicle is noticed clinical picture of Basal cell carcinoma (Epitelioma basocellulare). The notice was written by Ivan Crnojevic in 1484. Explanation of appearance of illness is theological as much as it is biological. It appeared «multi causative »: a) as a damnation appeared by touching “the holy object», border stone, and the actor was by that sinful; b) the illness appearance by sparkling of border stone while its breaking. The name has been in use for almost five centuries.

    ABSTRACT: The paper deals with the position, intentions and perspectives of Austrian-Hungarian Empire at the end of XIX and the beginning of XX century. In order to maintain its status of the Great Power, it sought the area for expansion in the Balkan, as the only direction possible. On the other side, the growing power of the newly formed Balkan states, predominantly Serbia, presented an obstacle to its pretensions on Thessalonica, which was tried to overcome by creation of independent Albanian state under decisive influence of Vienna, as well as through backing the Bulgarian side in Second Balkan war. Failure of this plan led to further escalation of the conflict with Serbia, with clear perspective of the military clash.

    ABSTRACT: The second half of the 19th century is the most prolific period in the social development of Montenegro as an autonomous and independent state, particularly in terms of its social, political, educational and cultural development. Until the second half of the 19th century, Montenegrin students were educated outside the borders of their homeland, primarily in the neighboring Serbia, distant Russia and other European countries of the time – Austria-Hungary, Ottoman Empire, France, Italy, etc. The analysis of the social background of 692 pupils/students of secondary and higher schools and academies-faculties in the period from 1848-1918 indicates that among them, there were sons of farmers, landowners, workers, merchants, innkeepers, artisans, officers, clan elders, clan captains, clan commanders, dukes, sirdars, brigadiers, seamen, clerks, judges, doctors, lawyers, priests, teachers and pensioners.

    ABSTRACT: The central theme of this article is the analysis of the archival series of the State Archive of Venice (Archivio di Stato di Venezia) called Capi del Consiglio de’ Dieci: Lettere di Rettori e di altre cariche. The documents used are those related to the cities of Budva, Bar and Ulcinj (in the sixteenth century), which – through the reports of city officials to the Venetian central authorities – speak of the life of these cities and their population in a period marked by the danger of war and a direct threat from the Ottoman army. In the article, particular attention is paid to the analysis of those documents speaking directly about the organization of the network of agents and spies in the hinter land of the aforementioned cities, as well as the diplomatic and political attempts of Venetian officials to attract the population of the immediately neighbouring areas to fight under the standard of St. Mark. These sources are at the same time valuable source material for the study of numerous various elements from the history of Venetian acquisitions in the southern part of the eastern Adriatic at the very beginning of the Early Modern  Age.

    ABSTRACT: On the basis of preserved written and artistic sources, the stages of acceptance and development of the cult of the founder of the Second Franciscan religious order, St. Clare, in late medieval Kotor were discussed. Shortly after the arrival of the Franciscans in Kotor, the monastery of St. Clare was built, first near the city, and then inside the city walls in 1364. The veneration of St. Clare in Kotor received a special accent by including the performance of this saint within the painted decoration of the Cathedral of St. Tryphon.

    ABSTRACT: Duke Stanko Radonjić, the first Montenegrin diplomatic representative, performed the duty of extraordinary envoy and plenipotentiary minister of Montenegro in the Ottoman Empire. During his short stay in Constantinople, Radonjić was primarily focused on resolving the Montenegrin-Turkish border issue. In addition, he was engaged in consular affairs. After a few months spent in the Ottoman capital, at the end of December 1879, he returned to Cetinje.

    ABSTRACT: No government could be maintained on a bare force, so its ideological justification, i.e. legitimization, is carried out under the auspices of religion and tradition, mainly through the sacralization of power. The basic feature of the entire ancient propaganda is the monolithic and imposing state propaganda whose thematic backbone is the divinization of the state and rulers. The emergence of the very term propaganda, and its institutional development is related to the Roman Catholic Church.

    ABSTRACT: While the 33rd chapter of the De administrando imperio contains the description of the early medieval county of Zahumlje, there are many unclear places inside. According to our opinion they mostly originate from the praxis of Constantin VII Porphyrogenitus to make conclusions based on his logical judgment and, mostly, dubious etymological constructions obtained through his informers and own observations. Considering that the name Zahumlje has been disappearing with time, having been replaced by the formulation Humska zemlja (Hum’s land), the author points out the difference between these geographical categories, carried out their ubication and suggested the reasons for their change.

    ABSTRACT: Arengas, oaths and sanctions in medieval documents present not only formal parts of documents, they also, through its theological intonation, reflect Christian ideological concept of European medieval society. Arengas, which appear in documents of Bosnian Middle Ages since the time of coronation of Tvrtko I Kotromanic, testify about the acceptance of sovereign – potentate, whose authority comes from the Christ himself and who is given the legitimacy only by the divine authority. Arengas of the Bosnian kings were written under the strong influence of Raska charters and, as in the case of Tvrtko I Kotromanic, correspond to authority being elicited from the family ties with Nemanjic family. The oaths in the documents, both by the governing dynasty of Kotromanic, and by other major noblemen families (Kosaca, Pavlovic, Hrvatinic) mention Holly Gospel, Honourable Cross of Christ, evangelists and apostles, while sanctions contain poena spiritualis with the threat of curse in the spirit of Christian theological concept.

    ABSTRACT: In this text Sonja Tomović-Šundić analyzes the spiritual and political work of Peter. Saint Peter is one of the most remarkable persons in Montenegrin history, the ruler who unified his country by his military, legislative and philosophical spiritual work.

    The “Messages”, as the special kind of direct communication with larders, important individuals or tribes, have a special place in his work. These “Messages” are valuable not just for their undoubtable literal value, but also because they represent the means by which he managed to perform human-spiritual reform of Montenegro. That is how Saint Peter, by law regulatives ”Stega” and Messages the accomplishes the complex internal transformation of Montenegro, creating a modern state organization on the basis of her classical values.

    ABSTRACT: Consulting the archive materials and norms of the Statute of Kotor from XIV th century we find that there were different kinds of lease the immobility of church and that those rules of lease-holder during that period have changed. Most used lease of immobilities were lease ad decimam, ificandum, in perpetuum and lease of church houses.

    All these leases especially ad decimam gave more rights than the rights which were given by lease to the individuals. In the second half of the 14th century conditions of lease became equal in all territory of the Kotor’s Community. This changes previous more convenient position of lease holder change to worse. Among the rest, those changes helped arising church as a feudal.

    In the first half of XV century the lease have faced with completely turnover of the immobility of the church. The position of lease holders was highly unfavorable. Affictum in perpetuum with real effects in favor of lease holders of the church’s land was more and more replaced with short dated and one side breakable contracts in which the right of lease holders were purely obligational.

    ABSTRACT: In the past many people form Boka gained honour of cavalier of Saint Marko so therefore good knowledge of this Venetian knight order, of its organization and members is at the same time an important part of research of social and military hi-story of Boka Kotorska under Venetian rule. There are data on Boka’s cavaliers in historiography mostly within history researches of some of regional parts of Boka, then within analysis of military movements in wider areas of east coast of Adriatic Sea in the period from 15-17th century (mostly within researches of Venetian-Ottoman wars) or within data from biographies of Boka’s distinguished solders in past centuries.

    Men from Boka, like other numerous distinguished solders of Venetian Republic, became cavaliers mostly due to their military merits, first on ground of their remarkable participation in numerous Venetian wars and battles in Adriatic and Levant regions. They were mostly from dignified aristocrat families (but also from captain and military families of non aristocrat origin) which for generations played an important role in public affairs of their own towns and acting as Venetian officials, commanders of territorial troops or warships achieved remarkable merits for Illustrious Republic.

    This article analyses charts of Venetian cavaliers of Nikola Paskvali and Bartul Pima, descendants of two ancient and notable Kotor aristocrat families. Both charts are from 1634 and they contain summary data on general merits of these two families for Venetian Republic and town of Kotor. At the end of the article there are transcription of the charts which are kept in Venetian State Archive, in fund Cancellaria inferiore: Cavalieri di San Marco, Privilegi.

    ABSTRACT: This article analyzes relation of the common law and state law as an old issue present from antique period, beginning with ancient Roman lawmakers.

    The focus is on theoretical and lawmaking issues of origin of law, with emphasis on this relation in modern lawmaking practice.

    A special attention was paid to problems of perception of common law in codification of civil law in Serbia and Montenegro in 19th century.

    The author analyzes common law in first issued laws of Montenegro as well as the origin of laws for Bogišić’s General Code (1888).

    ABSTRACT: The article contains three segments: First Montenegrin military orchestra (1871-1879), Second Montenegrin military orchestra (1889-1916) and Creative forms of music art in Montenegro.

    The first chapter tells about First Montenegrin military orchestra which star-ted its work within organization of Cetinje library. The conductor was Anton Shultz, a Czech, who was engaged by Montenegrin ruler Nikola I during performance of “Jedinstvo” from Kotor in Cetinje on 11th November 1871. This orchestra was active until 1879 when they stopped their work.

    In the second chapter the author writes about Second Montenegrin military orchestra in Cetinje (1889-1916) and its conductor Frantisek Vimer, Czech, (1865-1935) who achieved extraordinary success and popularity among in management of this military orchestra for twenty seven years.

    The third segment relates to creative forms of music art: composers (amateurs and professionals) in Montenegro: Špiro Ognjenović (1840-1914), brothers of Danilo Petrović (1871-1939), the heir of the throne and prince Mirko Petrović Njegoš (1879-1918). Both sons of king Nikola were gifted musicians and they were composers. Besides them other national and foreign composers are described: Jovan Ivanišević (1861-1889), Czech Robert Tolinger (1859-1911), Aleksa Ivanović (1888-1940), Jovan Milošević (1895-1959) and Dionisije de Sarno san Giorgo (1856-1937), with basic data on their music opus.

    ABSTRACT: The victory achieved in the struggle for the church and school autonomy woke up the energy of the Serbian people in Bosnia and Herzegovina which bravely appeared on historical stage and transmitted to the compatriots the clear message about its political naturation and that one can count on it by the realization of the project of national unification. In the attempt to buffer and deaden the popular resistance and prevent the eventually negative reactions of the international public opinion because of the very difficult situation of the Serbs, it was decided to adopt, after many decades of negotiations, the Regulation about the autonomy by which most of the claims of people representatives and clerical hierarchy were respected. By this regulation were created the conditions to make the annexation with smaller consequences and the start under better conditions the preparations for the great world clash and to settle accounts with Serbia.

    ABSTRACT: According to the article 29 of the Berlin Treaty in 1878, Montenegrin sovereignty on the cost was limited. Austria-Hungary had right to take customs and others control in the port of Bar. So, Montenegro was waiting for opportunity to change that condition.

    In 1908 Austria-Hungary proclaimed the annexation of Bosnia and Herzegovina, and it was the violations of the Berlin treaty without the consent of other signatories. The proclamation triggered a strong reaction of the public in Europe, especially in Montenegro and Serbia. For six months fear of the European war prevailed. At the end Russia and, after that, Serbia were forced to recognize the annexation.

    Prince Nicholas continued to hold out for a territorial concession, in particular he wanted Spizza, an Austrian town which dominated the port of Bar. Aehrenthal rejected any and all such demands and warned the prince against trying to exert pressure by his military preparations. After proclamation, on the beginning of the crisis, Aehrenthal offered him the modification of the Article 29, in return for a correct attitude. With support of Italian and British diplomacy Montenegrin successfully got out from the annexation crisis because modification of the Article 29 of the Berlin Treaty was achieved.

    ABSTRACT: Several principles of Yugoslavian Constitution of 31st January 1946 were rela-ted to issues from religion domain. Church was separated from the state, and school institutions from church. Validity of marriage was in competency of state authorities. Practice of religious communities was free but political activities were forbidden for them. These were liberal principles but their implementation was doubtful not only because of ideological bias of the law maker but also because of formulations which were not precise enough.

    State government issued Law on legal position of religious communities on 22nd May 1953. The main tendency of several articles of this Law was to weaken religious life regarding it’s intensity and quantity. The difference between tolerance of individual and collective practice of religion was evident. In sufficiently defined formulations opened, also, a number of questions and possible dilemmas. That’s way in 1961 and 1962 all Yugoslavian republics, except Montenegro, got Bylaws on implementation of Law on legal position of religious communities. The Bylaws slightly modified some of the articles of Law from 1953.

    The final legal enactment for religion sphere in Yugoslavia was issued in 1965. Corrections in Law on changes and amendments of Law on legal position of religious communities had mostly formal character. This was result of interdenominational opportunism of Yugoslavia authorities and, partly, of their negotiations with representatives of Vatican. With time these issues became responsibilities of federal republics and autonomous regions.

    ABSTRACT: Propaganda is defined as planned and intentional influencing change and con-trolling attitudes for the purpose of creating predispositions for a particular way of behavior and thinking. It is directly connected to the following notions: indoctrination, manipulation and political marketing. Indoctrination is defined as planned, systematic and controlled broadening of ruling ideology and opinion by means of educational system. Manipulation is in short defined as an art of misleading and ruling the mass with the aim to make them dependent, and this is best done through appealing to the unconscious in people and endangering their critical reasoning. In the modern world, especially on the west, the process of propaganda acting is spoken of in terms of political marketing, that is linking marketing logic in economy in politics, linking economic rules, economic sphere organizations and political activities. Methods of propaganda have been similar for centuries, but thanks to technological innovations techniques of manipulation that shape massages and send them to the public have been developed. In general, propaganda affects public opinion in order to make it adopt particular political and social ideas, support certain politics, authority or its representative. Public opinion is expressing of attitudes, formed by common experience and interaction of individuals interested in a social issue, with the possibility for the resulting majority to affect the course of action when resolving that issue. For the mass, propaganda needs to be simple, categorical and direct. Rich propaganda experience, gained over centuries in promoting various forms of ideas and opinions, and combined with technological achievements of today’s time, directed by means of various forms of media-is manifested in hardly discernible, perfidious, and well designed, planned and intentional affecting the change and controlling the attitudes with the aim of imposing desirable forms of opinions and behavior. Principles and techniques of propaganda practices have been developed to perfection, and equating the notion of a voter with that of a customer influences the symbiosis of politics and economy which thus follows the trend of cooperation: authority-capital-media. Means of propaganda acting are numerous, and they have been developed parallel with technology development and scientific achievements. Communication means can be classified into audiovisual and the media for mass communicating- mass media and the internet. Whether that be the press (newspaper, poster, leaflet, etc), radio and television (film) as forms of mass media, or the internet as a form of modern and the easiest form of political propaganda, propaganda means have been used with the aim to impose desirable way of thinking and behaving. Public relation agencies (PR) and Pressure groups (lobbies) are the modern forms of propaganda practices, directed towards the public, as well as state institutions.
